History Special Needs Essay
The history of education for children with special educational needs in Ireland has been one of neglect and exclusion. However the past three decades have seen a shift in attitude and policy. A shift which, Professor Desmond Swan has described as a progression in three phases: the era of neglect and denial; the era of the special school; and the era of integration or inclusion . The right to education is recognised in Ireland under Article 42 of the Constitution. However, in 1993 The Special Education Review Committee (SERC) reported: â€Å"Ireland has a conspicuous lack of legislation governing much of education but particularly covering educational provision for students with special needs †During the 1990’s litigation in the sphere of education emerged as an important agent for change in special education. Since the landmark O’Donoghue judgement of1993, parents have sought the protection of the courts to give practical effect to a constitutional right to an education for their children with special educational needs and forced Government to give legislative effect to this right. Over the past ten years there have been a number of key legislative developments in education for people with special educational needs. A stated objective of the 1998 Education Act is â€Å"to give practical effect to the constitutional rights of children, including children who have a disability†. The Equal Status Act 2000 refers to education in relation to the policies of establishment regarding admissions, access to courses, access to any facility or benefit provided or any other condition of participation in the establishment. In suspected cases of discrimination recourse can be sought through the Office of Equality Investigations. The Education (Welfare) Act 2000 is to ensure school attendance. It provided for the establishment of a National Education Welfare Board. The objective of the Board is to ensure that all children attend a recognised school or otherwise receive a certain minimum education. It is Government policy to encourage the integration of pupils with disabilities into the mainstream education system. In a speech in the Dà ¡il in October 2003, Noel Dempsey, Minister for Education and Science signalled that the â€Å"education of children with special educational needs alongside those who do not have such needs has long been Government policy†. The Education for Persons with Special Educational Needs Act 2004 refers to inclusion rather than integration, and notes that â€Å"A child with special educational needs shall be educated in an inclusive environment with children who do not have such needs†¦ †The Act is specifically concerned with children who have special educational needs. It aims to enhance the rights of children with disabilities to avail of, and benefit from, an appropriate education. The Act sets up the National Council for Special Education and outlines the responsibilities of Special Education Needs Organisers. The Act also provides for a range of services which must be provided within a certain timeframe and in constant consultation with the parents / guardians of the student, including assessments, individual education plans and support services as well as providing for a process of mediation and appeals where needs are not met. Such developments might seem to suggest that the concept of inclusion has become embedded in legislation and in Irish Schools but there is still considerable confusion as to what constitutes government policy in relation to children with special needs. Education continues to be provided on a continuum that ranges from separate special schools for children with severe, moderate or mild intellectual disability to special classes within mainstream schools to inclusion within mainstream classes with appropriate support. The National Council for Special Education itself is charged with ensuring that â€Å"a continuum of special education provision is available as required in relation to each type of disability†Section 20(g)5. The debate on inclusion for children with disability has just begun in this country and there is still a very long way to go. The rapid pace of development and change in special education has been problematic. Students with special educational needs may not necessarily have their needs met by appropriately qualified staff. Resource teaching time may not be sufficient, new curricula need to be developed and the physical environment of the school may present a barrier to access.

ASSIGNMENT 1 MODULE 1 SHORT ANSWER PAPER Distinguish between good and bad arguments. Give the elements of ethical arguments. On what grounds do you distinguish between fact and mere opinion? An argument is a group of statements where one of which is supposed to be supported by the rest. The premise is the supporting statement and the conclusion is the statement being supported. Ethical arguments must have premise(s) and a conclusion and may appear in any order. Often arguments have indicator words that signal a premise or conclusion is near.There are two types of arguments, deductive and inductive and they can be valid or invalid, strong or weak, or sound or cogent. A good argument has a conclusion that is worthy and gives good reasons to accept a claim, where a bad argument fails to have a premise or conclusion or both. A true argument always has something to prove and presents good reasons to a claim. An argument is not the same thing as persuasion but if you express it correctly a nd prove something then you may be able to persuade people by reasoning and not by appealing to them via other methods.Good arguments have true premises and show its conclusion is worthy of belief, it also both must have the correct form by being either valid (having true premises that logically prove that the conclusion is also true) or strong (having premises that provide probable support for its conclusion). A bad argument proves nothing however it can still be persuasive. A bad argument can persuade someone by influencing them by any means besides reason.A bad argument has false premises that lead to false conclusions, these conclusions are called fallacies. Fallacies though wrong can be persuasive. There are nine different types of fallacies which all try to persuade by appealing to people’s emotions, using linguistic or rhetorical tricks, deception, threats, lack of evidence, using invalid citations and many other tricks. To check if a argument is bad you must learn dif ferent techniques, do research, and beware when there is conflicting evidence.To distinguish between fact and opinion in an argument you must check the form, the validity of the argument, and whether or not the premise has any truth. If something is a fact it is a statement or a claim that asserts that something is either true or false. Opinions are based on moral judgments, principles, and theories. Opinions also take into account feelings, desires, and beliefs. However in an argument both a fact and a opinion can be proven if the opinion has a good premise.

Does the interviewee remember information more accurately if he or she observes the behavior being performed or does he/she prefer to read how the behavior is performed?            The interviewee stated that he will be able to easily remember how a behavior is performed if he read about it; that’s why he prefers the second choice (Carducci, 2008). Also, he admitted that if any occurrence or behavior is to be observed only, he is more likely not to be able to recall it especially that he has a countless things on his mind and numerous things listed on his â€Å"to do list†(Carducci, 2008).            Comparing him to myself though, I prefer the opposite. I have proven to myself countless of times that I remember more clearly those occurrences or behaviors if I see it being performed. I prefer to observe since I am the type who remembers anything that I have paid careful attention to. Does the interviewee prefers studying in a library, or at home where there are background noises and some distractions? My friend opts to stay in the house to study (Carducci, 2008). He says he cannot focus on his lessons without his personal computer and subwoofers switched on (Carducci, 2008). It is very important that something noisy is present while he studies because otherwise he might just doze off and not accomplish anything at the end of the day (Carducci, 2008). He also stated that he likes to walk around the living room or his own room while reading his lessons aloud (Carducci, 2008). This is another major reason why he does not want to study in the library; he says â€Å"I will only be asked to keep quiet and may even be requested to leave the premises if I study in that manner†(Carducci, 2008).            I cannot do what he does though. I am the type who would be more efficient and effective in studying if I stay in a quiet place like the library. I prefer to stay there if my purpose is to grasp the readings and lessons that the exam will cover. In addition to that, the references that I need for further inquiry are found there and so I must stay in the library to study; computers are available as well in case I need online references. Reading/reviewing while listening to music or any kind of distraction involving sounds just does not go together for me. III. Had the person you are interviewing taken the Myers Briggs test? Report the results.            Yes, the interviewee already experienced taking the Myers Briggs test (Humanmetrics, 2007). The following feedback resulted from the â€Å"Carl Jung and Isabel Myers-Briggs typological approach to personality†(Humanmetrics, 2007). According to the aforementioned, the interviewee is â€Å"very expressed extravert; that he possesses slightly expressed sensing personality; that he has a moderately expressed thinking personality; as well as slightly expressed judging personality†(Humanmetrics, 2007). He is then excessively extroverted, slightly thinking, moderately sensing, and to some extend a perceiving individual (Humanmetrics, 2007).            The results that I got after answering numerous questions are the following: â€Å"that I am distinctively expressed introvert; moderately expressed intuitive personality; moderately expressed feeling personality; and distinctively expressed judging personality†(Humanmetrics, 2007). It says that I am introverted and equally judging; as well as, intuitive and equally feeling (Humanmetrics, 2007). Which experiences does this person feel contributed most in the development of his/her personality?            The interviewee stated that there were countless experiences that he went through (Carducci, 2008). He believes that all these contributed largely in the development of his personality (Carducci, 2008).            First of all, he comes from an unprivileged family (Carducci, 2008). During his elementary and high school days, he struggled too much as he cannot even go to school everyday because there was no money to be spent on food (Carducci, 2008). He said it was too difficult to stay focused in the lessons or anything that’s going on in the classroom with an empty stomach for two or three days straight (Carducci, 2008).            Second, his father usually does not have a job (Carducci, 2008). In cases where he finds one, the longest time that he is able to stay is only four weeks (Carducci, 2008). This is because he is a drunkard and sometimes would go to work extremely drunk (Carducci, 2008). Since such behavior poses great threat to other employees, eventually he is fired (Carducci, 2008).            Third, his father comes home without money and would check on the fridge if there was food to eat (Carducci, 2008). If he does not find anything, he would lash out at his mother and/or attack her (Carducci, 2008). His mother would be whipped, slapped, punched, and even thrown (Carducci, 2008). If he tries to protect his mother and fight his father off, then they would both get hurt at the end of the day (Carducci, 2008).            Fourth, his mother would release her anger on him and his brothers and sisters (Carducci, 2008). She would shout at them, threaten them that she is going to leave them behind because she could no longer take it (Carducci, 2008). She would state that her life would not be so excruciatingly difficult if she did not have a husband and children like them (Carducci, 2008).            Fifth, his little sister turned suicidal because of the family problems that they went through (Carducci, 2008). He would feel hopeless and helpless because of his little sisters numerous attempts (Carducci, 2008).            Sixth, his father was sent to prison because of violence against women and children (Carducci, 2008). He feels hurt but at the same time relieved that he no longer has to put up with him (Carducci, 2008).            Seventh, before he can even recover from his â€Å"loss†, he feels he is going to lose another important loved one again as his mother remarries a younger man (Carducci, 2008).            It turned out though that his stepfather is a nice, brilliant, open-minded man who cares deeply for his mother and for his brothers and sisters (Carducci, 2008). In fact, he sent him to one of the best schools when he decided he wanted to attend college and finish a Baccalaureate course (Carducci, 2008). He also sent his brothers and sisters to school (Carducci, 2008). In addition to that, he put up a small flower shop for his mother who finished BS Management in college; he said it is about time that his mother also attends to enriching her own career (Carducci, 2008). He also bought each and everyone their needs (and even some of their wants); in fact, he got a personal computer, his brothers received game boy, his sisters got branded dolls, etc (Carducci, 2008).            His stepfather also brought him to places that he has never been into including the following: â€Å"Transamerica Pyramid, Bank of America, Chinatown, Lombard Street, Haight-Ashbury, Coit Memorial Tower, Golden Gate Bridge, San Francisco Museum of Modern Art, California Academy of Sciences, Palace of Fine Arts, Presidio, Alcatraz, University of California, Berkeley†(Carducci, 2008). The trip gave him an opportunity to bond with someone who can be a father to him, who can guide him as he goes along, and who can protect him as he battles with life’s surprises and difficulties (Carducci, 2008).            He learned to be strong as he went through poverty, abuse from his father, etc (Carducci, 2008). He became even stronger when his extra nice stepfather came along (Carducci, 2008). The training that he got from his stepfather and the good examples showed to him played a large role in the development of his personality (Carducci, 2008). I have my own experiences as well that helped in the development of my personality. First of all, I have a mother who is very supportive and proud of whatever I have accomplished. Second, I was brought up to be a nice individual, not hurting anyone, helping people in need, putting God at the center of life, etc. Such values were instilled in me because the people around me exhibited/portrayed great examples. Third, I experienced being sent to the best schools and so I have learned the proper ethics, training, and etiquette. Fourth, I have witnessed my mom’s battle with ovarian cancer. In spite of being given only a few months to live, she showed me how determined she was in fighting that illness. She showed me her strength, as well as, her faith. I grew to be almost like her, never losing hope and always believing in God. Last but not least, I am also surrounded with friends who are extremely serious and concerned with life. I only have a few friends, which probably explains, why I am introverted, but I am proud to say that they are all true friends. I have developed a positive personality partly because of them as well. Does this person feel that he/she is self-monitoring in regards to his/her attitudes? How or how not? The interviewee believes that he is not at all â€Å"self-monitoring†(Carducci, 2008). He admits he would probably be more scared if he would be one (Carducci, 2008). He also feels that he were like that, he would not know what to do since he will turn more conscious about the negative occurrences and may all the more exhibit the negative attitudes that he observed (Carducci, 2008).            On the other hand, I am the â€Å"self-monitoring†type since I tend to reminisce about everything that happens to me. I think about it seriously and try to realize what needs to be learned from it and apply it in life. I make sure to try to instill another positive attitude or value to improve my personality. What does the interviewee feel was the strongest influence on his/her attitudes? His stepfather contributed largely to the interviewee’s attitudes as he is the one who showed and instilled good values on him (Carducci, 2008). Without him and his examples, his personality would not have been developed into a positive/good one (Carducci, 2008). He is also relieved that his stepfather had the strongest influence on his attitude instead of his real father who has never been a good example to him (Carducci, 2008). VII. What role does your interviewee feel a persons race, gender, or ethnicity play when forming that persons personality and attitudes?            Ethnicity, gender, and race are three concepts that may be subjected to stereotyping and so an individuals’ personality/attitude may be greatly affected if these three factors come into play (Carson et. al., 1992).            I believe it can as well; but it only will if a person consents to it. See, stereotyping is subjective, and so if only people can be objective enough then ethnicity, gender, and race will not be able to play a role in the development of one’s personality, at least not in the negative manner. VIII. Does this person feel he/she is better at tasks when intrinsically motivated or extrinsically motivated?            The interviewee is more comfortable with â€Å"extrinsic motivation†or when an incentive or reward is provided (Meyers, 2004). Meanwhile, I am at ease with its opposite. Tourist Data In Himachal: An analysis Himachal Pradesh is one of Indias best tourist attraction regions, with its green valleys, snow covered Himalayan ranges and unique beauty, it is indeed a comfortable place for tourists. The region has a rich cultural heritage that attracts thousands of tourists each year. The outer fringe of Himachal is formed by the Shiwalik hills, which are characterized by shallow valleys and dense scrub forests. The mid ranges have the majestic Himalayan cedar and the spruces followed by alpine meadows that intersperse themselves with the snow clad peaks of the Greater Himalaya.(tourism policy 2005) The variances in climate and forest cover in Himachal make it attractive in different seasons of the year. The region also has a varied topography with beautiful flora and fauna. According to tourism policy 2005, Himachal has 32 sanctuaries, that is; Simbalwara (Sirmour), Churdhar, Chail (Solan), Maharana Pratap Sagar (Kangra) Manali (Kullu), Kanwar (Kullu), Kalatop Khajjiar (Chamba) and Daranghati (Shimla)., 2 national parks, Pin Valley National Park, Spiti and the Great Himalayan National Park, Kullu; and 3 game reserves, Kufri (Shimla), Manali (Kullu) and Gopalpur (Kangra). There has been an increasing number of tourist visits to Himachal since the 90s to date. Lahaul-Spiti and Kinnaur districts have emerged as the most common destinations. Table 1. Below shows the increasing rate of tourist visits in the region. Visitors come from different nations all over the world, some of which are; United Kingdom, United States of America, France, Germany, Canada, and Malaysia. The first quarter is snowing and stormy, the second quarter is dusty because of the sun, it is a dry season, the third is the rainy season and the fourth is just fine weather. Governments Involvement in Tourism In 2005 the government came up with a policy to improve tourism in Himachal and other areas and below are the objectives of the policy; (1) To establish Himachal Pradesh as a leading tourist destination in the country and abroad; (2) To make tourism a prime engine for economic development and prosperity of the State and as a major means for providing employment; (3) To encourage a strong and sustainable private sector participation in creation of tourism infrastructure especially through public private partnerships; (4) To promote sustainable tourism, which is not only environmentally compatible but also leads to economic betterment of the rural people; (5) To attract quality tourists and to increase their stay in the State; (6)To safeguard the States natural and manmade heritage; (7) To encourage civil societies non-governmental organizations for promotion the conducting of tourism related activities; (8) To position Himachal Pradesh as a one stop destination for adventure tourism; The Tourism Department proposes to work actively with the Wild life Wing of the Forest Department to further develop and improve wild life parks/zoos, bird watching towers and other public utility services for the facility of the tourists. The government plans to set up a reasonable fee for the maintenance of the parks. The state government together with the central government is also planning to make some efforts in developing the unexplored destinations to improve the sanitation, the accommodation, the parking, the roads, toilets, beautification and land scaping of areas that are of interest to the tourists. According to the government efforts will be made to keep these areas clean. And in the area of construction there is a plan to limit construction so as to control the population and hence reduce congestion in these new areas, the construction that is to be accepted is supposed to preserve the architecture and ecology of the state. The government is concerned with preserving the cultural uniqueness of tourist areas so as to maintain the tourist visitations. By focusing on quality tourists the State Government also aims at promoting sustainable tourism and encouraging the private sector to develop tourism related infrastructure in the State without disturbing the existing ecology and environment.(India tourism Policy 2005) To promote tourism in the countryside and to lesser-known areas, appropriate infrastructure will be developed within available resources. Himachal was earlier known only for the summer season. Efforts are being made to break the seasonality factor and tourism products have been diversified to attract the tourists in other seasons too. Involvement of Other Local and National Authorities in Hospitality According to the tourism policy, the private sector will continue to be encouraged to set up guest houses for which subsidy will be provided from the State budget. Tented accommodation will be encouraged with local participation so that maximum benefits accrue to the local economy. The government has also set up tourism councils under the Tourism Act 2000 in the tourist attraction areas so that some fee is charged from the trekkers and tourists the proceeds of which will go to the locals for the maintenance and upkeep of the tourism related infrastructure and for regulating tourism on sustainable basis. To Improve on Transport The Manali Leh route which has already become a favorite for both domestic as well as international tourists will be further improved in coordination with the Government of J K and efforts would be made to link it to the Buddhist Circuits of Shimla Kinnaur- Spiti Udaipur -Pangi and Palampur -Dharamshala Dalhousie. Economic Implication of Tourism in India and Himachal in Particular Tourism is a key sector in Indias economy. It is presently Indias third largest foreign exchange earner after garments, and gems and jewellery. The best way in which the tourism industry is helping in income generation is through generating employment opportunities to the locals, hence improving their life styles. Many women and youths have gotten jobs in hotels, travel agencies, airline services, making art pieces and other cultural activities. Belonging The ideals embodied in the word "community" deal with the scientific description of specific human cultures. With this many people you would need Cobo Hall to throw a get-together; however, we all seem to congregate happily at the Ukrainian Cultural Center. Throughout the Ukrainian Cultural Center’s twenty years of existence, the Center has faithfully serviced its patrons with libraries of knowledge, a museum, great food, and a social place to gather, the Odessa Lounge. The Ukrainian Cultural Center serves as the hub of most activities for Ukrainians in the metro Detroit area. You might say that I grew up in the place, nurtured by the members of Ukrainian decent who have served me like surrogate parents. It’s a large community, but I’ve grown to personally know most of the members and their families. The Center, as it is called, is not just a place to learn about me heritage, attend lectures, concerts, weddings, social and cultural activities. For me the Center is a place of belonging where "everyone knows my name," just as the words to the song in the TV sitcom "Cheers". The Ukrainian Cultural Center is situated south of Interstate 696 on the west- side of Ryan Road. This brown brick building does not look extremely elaborate or fancy, but rather, has the appearance of a large house. The building faà §ade is complimented with almond colored trim and brown shingles, the kind found on many homes in this residential area. The building’s pitched roof further adds the look and feel of a large family home. The elaborate landscaping intensifies the large house effect as well as hiding the road that runs across the front leading to the massive four hundred ninety-space parking lot in the rear. Masking the road with stones, shrubs, and several pine, maple and crab apple trees makes it look attractive and inviting from the front. Upon entering the building, you automatically know it is not a typical banquet hall. It has the look and feel of another country. The display at the entrance is filled with Ukrainian artifacts, like embroidered pillows, decorated pysanky, wedding wreaths, and other objects reflecting Ukrainian ethnicity.
